To be clear, in the case of heresy it is God who judges it because the Catholic Faith is revealed by God. The Pope is in effect judged by God as a heretic when he rejects the faith. Any man can identify the Pope as a heretic freely without any problem in that case. The man is not judging the Pope, the Pope has already been judged by God.
